E-Bike Trade-In Program Application

Welcome to the City of New York’s E-Bike Trade-In Program, managed by the New York City Department of Transportation (NYC DOT).

Under this program, eligible food delivery workers who trade in an uncertified electric bike (e-bike), an uncertified electric moped (e-moped), or a gas-powered moped that cannot be legally registered with the Department of Motor Vehicles (DMV) will receive a new UL-certified e-bike with a spare UL-certified battery.

*Please note: there is a limited supply of e-bikes and batteries. There is no cost to participate in the program.

ELIGIBILITY:
This program is open to food delivery workers who:
  • have earned at least $1,500 in 2024 as a food delivery worker;
  • live in one of the five boroughs of New York City;
  • are at least 18 years of age; and
  • own and use an eligible mobility device to complete food deliveries.
Eligible devices for trade in include:
  • A non-UL-certified e-bike with its battery, including spare batteries, and battery charger;
  • A non-UL-certified e-moped with its battery, including spare batteries, and battery charger; or
  • A moped that cannot be registered with the DMV and lacks a Vehicle Identification Number (VIN).

If selected, program participants will be able to trade in one eligible device and its associated batteries for a new e-bike with a spare battery.

If the number of eligible applicants is greater than the number of available e-bikes, NYC DOT will select program participants through a lottery.

This is not a first-come, first-served application process. If the number of eligible applicants is greater than the number of available e-bikes, NYC DOT will select program participants through a lottery.

Between January 27 and February 17, 2025, the Worker’s Justice Project will provide free application support services to help applicants fill out their application forms.

These technical assistance walk-in clinics will be available to any eligible applicant:

  • Monday through Friday from 10:00 AM to 4:30 PM at 365 Broadway, Brooklyn, NY 11211
  • Tuesdays and Thursdays from 10:00 AM to 4:30 PM at 4112 4th Ave, Brooklyn, NY 11232
